State Panel Allocates Funds for Freeway Park-and-Ride Facility

The California Transportation Commission has set aside $12.2 million to pay for a Transit Center park-and-ride facility at the interchange of the Artesia and Harbor freeways near Carson.

The funding includes money for landscaping, a bus terminal, widening of 182nd Street, a water treatment center and a 1,000-space park-and-ride lot.

Construction of the lot is scheduled to begin in March.

State investigators previously found low levels of hazardous substances and methane gas at the site, which was used as a landfill in the 1960s. Caltrans, the Regional Water Quality Control Board and the Integrated Waste Management Board have jointly monitored the area.

All three agencies approved Caltrans’ remedial action plan to cap the landfill, drill wells to ensure that the landfill remains isolated from the underground water table and install a gas collection system and water treatment center.
