LOCAL ELECTIONS / SUPERVISOR : Moulton Patterson Unveils Reform Plan : She proposes to cut supervisors’ budgets and eliminate their county-provided cars. Supervisor Roger R. Stanton, a Jim Silva supporter, calls proposal ‘transparent.’

Huntington Beach Mayor Linda Moulton Patterson, who is in a tight race for the 2nd District supervisorial seat, on Thursday announced a plan aimed at reforming and improving county government.

In a news conference outside the Hall of Administration, Moulton Patterson said that if elected she would slash the supervisors’ budgets by 15%, eliminate their county-provided cars, call for performance audits of every department and suggest conducting at least one board meeting a month at night.

Supervisor Roger R. Stanton, who has endorsed Moulton Patterson’s opponent, Jim Silva, said that her plan is a “transparent attempt to attract . . . attention.”

He added: “If she sincerely wanted to bring suggestions to the county board, she has had the opportunity to do so over a period of many years through public hearings and in direct communication with each member of the board.”

Silva’s campaign consultant, Dave Gilliard, said that Moulton Patterson’s plan “is nothing but an attempt to turn a tax-and-spend liberal into a conservative in the eyes of the voters with two weeks to go in the election.”

Silva, a Huntington Beach councilman, could not be reached for comment.

Among other proposals in Moulton Patterson’s plan: Hire an independent auditor, who would get a portion of the money saved by weeding out waste in county government, and lobby Sacramento for more control over discretionary funds that are routinely restricted for specific uses.

In other developments, Moulton Patterson and Silva filed final campaign finance disclosure forms showing that she has raised a total of $211,829 and he has raised $250,535.
