A summary of selected City Hall actions this week affecting central Los Angeles.

CITY COUNCIL

* NUISANCE LIQUOR STORE: Agreed with the Board of Zoning Appeals that Irene’s Liquor Store at 8825 S. Figueroa St. constitutes a public nuisance and ordered the owner to comply with several corrective measures. Among the conditions imposed are the hiring of a state-licensed unarmed security guard, the placement of a “no loitering” sign on the premises and the installation of a gate at the parking lot that will be locked when the store is closed. Residents of the neighborhood had complained about drug sales, littering, public drunkenness and panhandling on and around the store’s property. The owner had contended that he already had a security guard on the premises, but residents contended that the guard had been harassing them and was attracting people who contribute to the nuisance activity.

* NUISANCE ALLEY: Approved a motion closing to the public the use of an alley north of Exposition Boulevard, south of 36th Street, west of 4th Avenue and east of 5th Avenue in response to complaints from nearby residents about illegal dumping, abandoned vehicles and loitering by transients. A set of gates will be installed to deter such activities.

* MARIACHI FESTIVAL: Approved these street closures on Nov. 20 from 6 a.m. to 8 p.m. for the 4th annual Festival de los Mariachis de Los Angeles: Boyle Avenue between 1st and Enchandia streets; Pennsylvania Avenue between Boyle and Enchandia; Enchandia between Pennsylvania and Pleasant Avenue; Pleasant between 1st and Enchandia. The festival will feature mariachi music, dancing, children’s activities and food booths.

* FIELD IMPROVEMENTS: Accepted a $65,000 donation from Coca-Cola Inc. to be used to refurbish the baseball field at Harvard Recreation Center at 1535 W. 62nd St. The money, provided through Coca-Cola’s Homers Across America program, will pay for a new scoreboard, bleachers, fencing and backstop.

How South-Central and Eastside City Council representatives voted on selected issues.

* HIRING FREEZE LIFTED: Approved an exemption to the city’s hiring freeze that will allow the Department of Parks and Recreation to fill 105 gardening positions. The jobs--72 gardener caretakers and 33 senior gardeners--will involve work at city parks. Those who opposed the motion did so because they favored a more ambitious plan that would have allowed the parks and recreation department an exemption to fill 1,166 positions as they become vacant. A vote on that latter plan was rescheduled for Nov. 15. Passed 9 to 5.
