OXNARD : Planners to Study 2 Developments

The Oxnard Planning Commission tonight is scheduled to decide whether to move forward with plans for two developments on opposite ends of the city: the 435-home Village West subdivision near Ormond Beach and a 100-home development in north Oxnard.

The commission will analyze an updated environmental report for the 33-acre Village West development to determine if the document is adequate and what effect the development would have on the surrounding area, a mixture of fragile wetlands and heavy industry.

The Baldwin Co., which also wants to build 5,000 homes among the marshes at Ormond Beach, is proposing the development southeast of Hueneme and Perkins roads.

The environmental report was discussed during the commission’s Nov. 17 meeting, but a decision was postponed after commissioners said they needed more information on the impact of an old nearby dump on the property and the effect of the development on wetlands.

Commissioner Arthur Joe Lopez said he was concerned about a 1988 city report mentioning that the Halaco Engineering plant, located half a mile from the proposed site and itself the target of environmentalists, was built on top of an open-air landfill for which no records exist.
