Nolte & Associates Inc.: Dave Celestin has joined the firm as managing principal of the Orange County office, in Aliso Viejo. Before joining the engineering firm, Celestin was vice president of planning and governmental relations for Mission Viejo Co. for 17 years. He also spent more than 15 years working for the cities of Cerritos, San Dimas, Duarte and West Covina.
