Key Figures in Bond Crisis to Testify: Former Orange County Treasurer and Tax Collector Robert L. Citron is expected to make his first public comments about the collapse of the investment pool he managed when he testifies Tuesday before a special legislative committee in Sacramento looking into the county’s fiscal fiasco. Citron, 69, has remained virtually secluded in his Santa Ana home since he resigned Dec. 4, two days before Orange County became the largest municipality in history to file for bankruptcy. Merrill Lynch officials said broker Michael Stamenson, a key figure who sold Citron many of the county’s high-risk investments, is also expected to appear at the hearing before the state Senate Special Committee on Local Investments. On Friday, Citron is scheduled to give a deposition to the federal Securities and Exchange Commission, which is also investigating the debacle.
