Should Treasurer Be Appointed?: The San Diego County Board of Supervisors will vote tomorrow on whether to add a March 26 ballot measure asking countywide voters to change the treasurer-tax collector job from an elected to an appointed position. Paul Boland, the current county treasurer-tax collector, has come under fire for management of the county’s $3.3 billion pooled fund because of its relatively high percentage of derivative investments and an expected cash flow shortage of $200 million or more this fall. So far the fund has not had losses as steep as those absorbed by Orange County’s fund. But two of the county’s five supervisors, Dianne Jacob and Ron Roberts, said in a joint statement last week that making the job appointive would improve “accountability and oversight.”
