CRYSTAL BALL: Will Mr. Rogan go to Washington? Maybe. Word is that Republican Assemblyman James E. Rogan, above, of Glendale, may run for Congress if U.S. Rep. Carlos Moorhead decides to retire in 1996 (B5). . . . Rogan has other options, of course, including a possible bid for the state Senate, or a chance to become Assembly Speaker. Stay tuned.

UPGRADE: Monday’s aftershock has climbed the charts. . . . Scientists at Caltech and the U.S. Geological Survey have upgraded its magnitude from 4.9 to 5.0 (B4). . . . That means it was one of the top nine aftershocks of the Jan. 17, 1994, quake.

HAVE A BLAST: Making plans for the Fourth? From Woodland Hills to San Fernando, there will be numerous local celebrations, featuring the usual: fireworks, music, entertainment and food. . . . Today’s Valley Life! (Page 3) provides a full list of Fourth of July activities.

NO RESORT: When Cary Kinkead, a Granada Hills “Jeopardy!” contestant Monday night, won a free trip to Philadelphia, she was less than impressed. Nothing against the City of Brotherly Love, except “it doesn’t pop into one’s mind when one thinks of resort destinations.”

GOING ANYWAY: Still, Kinkead will be treated like a celebrity when she arrives in Philly this fall. . . . Mayor Ed Rendell will meet her and her husband at the airport, and give them a tour. “I think it actually might be a lot of fun,” she says.

SNAKES: Rattlesnakes have a bad rap. Sure, they may bite about 200 people annually in Southern California, but they rarely kill anyone. . . . In fact, says the L.A. Zoo’s Harvey Fischer: “The chances of a person being killed by a rattlesnake in Southern California are much less than the chances of being killed by lightning.” As the days in the Valley get hotter, expect more sightings (See Valley Life! Page 23).

FIRST OPEN: It’s been quite a summer for Westlake High alum Chris Zambri. He returned recently from playing in golf’s U.S. Open, and though he failed to make the cut, it was no doubt the highlight of his young career (C8). . . . This kid also has guts, bravely signing up to play a practice round with superstar Nick Faldo.

TONIGHT: A modern adaptation of Euripides’ “The Trojan Women,” starring Mariette Hartley, begins at 8 at the CBS Studio Center, 4024 Radford St., Studio City. Tickets are $25. Information: (213) 466-1767.
