What: The council will study alternative methods for calculating landscape assessments. The rate structure has been the subject of controversy since the council voted two weeks ago to scrap a plan that would have lowered rates for single-family homes and raised fees for businesses, industries and multiple-unit dwellings.

Planning Commission meeting

When: Thursday, 6:30 p.m.

Where: City Council Chambers, 1 Civic Center Plaza

What: Commissioners will review changes in sign regulations proposed by Trammell Crow Co. for the 105-acre Park Place commercial area in the Irvine Business Complex. Proposed amendments include plans for five exterior neon signs in addition to freeway identification for new retail stores and the entertainment portion of Park Place, including signs for an 18-hole putting course.

City Council meeting

Where: City Council Chambers, 7822 Walker St.

What: The council, meeting with its citizens advisory development committee, will study the existing zoning code to see if changes are needed. The session is open to the public. The regular council meeting will follow at 7:30 p.m.

Newport Beach

Planning Commission meeting

When: Thursday, 7:30 p.m.

Where: City Council Chambers, City Hall, 3300 Newport Blvd.

What: The commission will get an overview from city planning staff members of how the City Hall reorganization will affect its workload and responsibilities. The commission will also review and set priorities for projects proposed for fiscal 1995-96.

City Council meeting

When: Wednesday, 4 p.m.

Where: City Hall, 303 W. Commonwealth Ave.

What: The council will take a position on whether the city will proceed with the Highland underpass, which has already been approved. Construction cannot begin, however, unless four of the five council members vote to condemn property if needed to make way for the underpass.
