CYBER ETIQUETTE: All students in the Huntington Beach Union High School District have computer access. But its school board wants staff and students to use care when surfing the Internet and posting messages. . . . The board has adopted a new policy forbidding computer users from using “vulgarities or any obscene material or inappropriate language.” The policy adds: “You may be alone with your computer, but what you say and do can be viewed globally.”

TYRANT BASHING? Newport Beach business consultant Jack R. Finnegan will tell you what he thinks of the IRS tonight at 5 on KMNY 1600 AM radio. Be prepared for some bleeps. . . . “Extortionists, a vicious little circle of petty little tyrants,” says Finnegan. But then, he’s been audited 11 times in the past nine years, once having three separate audits going on at once. Most of the time, he says, he’s won. Finnegan is promoting his new book, “The IRS I Know.” Says Finnegan: “Don’t ever take their word for it on an audit. They’re always wrong.”

HOME GROWN: How many thought the Angels would be in first place--and 15 games above .500--midyear? Not the preseason baseball magazines--all had them dead last. A key: First baseman J.T. Snow, with a .316 average, 14 home runs, and 63 RBIs. . . . Snow, who grew up here, says in Halo Magazine that playing for your home crowd “can be demanding. . . . You get a lot of calls, can you come do this or that. It was real hard for me to learn to say no.” But keep your fingers crossed--after two hits last night, Snow bruised his knee. X-rays are set for today.

DROP ON IN: The Angels open a six-game home stand tonight against Detroit (C1) after a successful 7-1 road trip. They’re into the longest grind of the season--18 games before a day off. . . . Just before Sunday afternoon’s Detroit game at the Big A, you’ll get a chance to see the Disney influence as co-owners: The elephant Commander Belle will pose with some of the players, to promote the soon-to-open Disney movie “Operation Dumbo Drop.”
