Jack McDowell, already fined $5,000 by the New York Yankees for making an obscene gesture to the crowd, was ordered by the American League to make it up to fans by buying them tickets.

In a letter of reprimand, AL President Gene Budig directed the pitcher to buy a “substantial” amount of tickets to Yankee home games. The tickets--the number was not disclosed--will be given to the public through “worthy agencies.”

McDowell, booed by a crowd of 21,118 after a bad outing Tuesday night, walked off the mound at Yankee Stadium, thrust his middle finger in the air and twirled it. Near the dugout, he further taunted the fans by motioning for them to jeer him even louder, and they did.

Milwaukee rookie reliever Al Reyes was found to have a torn ulnar collateral ligament in his right elbow and will be examined Friday by Dr. Lewis Yocum. Reyes said his arm stiffened throwing a slider in 100-degree heat July 13 against the Chicago White Sox. . . . Oakland’s Dave Stewart, struggling with a 3-7 record and 6.89 ERA, has volunteered to take himself out of the starting rotation. His place will be taken by Todd Van Poppel, who will start Saturday against Cleveland.
