HIT-AND-RUN KILLING: Approved offering a $25,000 reward for information leading to the arrest and conviction of the person or people responsible for the July 15 hit-and-run killing of 9-year-old Markece Jeffers. Jeffers and his 15-year-old brother were walking to a neighborhood store when a car heading north on Broadway at 76th Street ran a red light and hit the youngster. Based on part of the car’s grill left at the scene, detectives believe the vehicle to be a brown four-door 1978 Volvo. Police said many people may have seen the incident, and a reward may entice witnesses to come forward. Anyone with any information is asked to call Los Angeles Police Detective Jesse Bazan at (213) 486-7336.

* CULTURAL MONUMENT: Approved including the Hollywood Pilgrimage Memorial Monument on the city’s list of Historic-Cultural Monuments. The monument, a 32-foot-tall cross at 2580 Cahuenga Blvd., was erected in 1923 in memory of Christine Witherall Stevenson, the founder of the Pilgrimage Theater, now known as the John Anson Ford Theater.

* REWARD OFFERED: Approved offering a $25,000 reward for information leading to the arrest and conviction of Reyes Mejia Rosales, alias Reyes Simon and Reyes Mejia, who is suspected of the murder and sexual assault of a 3-year-old girl and the shooting of her mother in the San Fernando Valley in 1986. Before the reward was formally approved, however, Detective Tom Ball, acting on leads from the community, captured the suspect in the Mexican border town of Matamoros. Unless someone files a claim for the reward and that claim is approved by the city, the reward will be canceled.

* HOLLYWOOD HOUSING: Authorized the Los Angeles Housing Department to issue a $476,000 loan to Real Property Investments Ltd. for the development of a 13-unit housing project at 1540 Bronson Ave. in Hollywood. The complex will be built on the site of a former 16-unit apartment building that was severely damaged in the 1994 Northridge earthquake.

* SUMMER SWIM: Approved a grant offer from the Amateur Athletic Foundation of $28,156 to be used to operate the 1995 Summer Swim Program, which is designed to teach low-income youth how to swim. The money will be used to provide free swimming lessons for over 500 youth at the city’s 51 pools. Also, the program will sponsor swim teams at the Summer Swim festival, which concludes the program. The Department of Recreation and Parks will be hosting Fun Days, one free day of swimming and instruction at pools throughout the city. These pools will offer free swim days: Westchester on Tuesday, Harbor, Rustic Canyon, Stoner and Van Ness on Wednesday, West Wilshire on Friday, Green Meadows on Aug. 7, Mar Vista and Westwood on Aug. 8.

* LAND AUCTION: Authorized the Bureau of Engineering to auction the surplus city property at 2438-40 West Blvd. A minimum bid of $150,000 has been set for the 9,184-square-foot residential lot.
