The deal returning the Raiders to Oakland became final when owner Al Davis, after some last-minute negotiations that delayed the news conference from 1 to 5:30 p.m., signed a lease committing the team to a minimum 16-year stay.

Without being specific, Oakland Coliseum President George Vukasin said two provisions were added to the deal, which he described as “revised and improved.”

Under the deal approved by the City Council and the county Board of Supervisors, the Coliseum will undergo an $85 million modernization. The Raiders also will receive up to $42 million in loans to pay for relocation expenses and construction of a training facility.

“You want me to sign, is that right?” Davis joked to Vukasin as he put his signature on final papers. “There’s my name.”

The Cleveland Brown quarterback crew of Vinny Testaverde, Brad Goebel and Eric Zeier will be joined this week by veteran Jim McMahon.

Agent Steve Zucker said the Browns have agreed to terms with McMahon. The Cleveland Plain Dealer said McMahon is expected to get a one-year deal for the minimum salary of $178,000, plus playing time incentives. Team spokesman Kevin Byrne said the team had no announcement on the matter.

Having gotten nowhere during an 11-day holdout, running back Natrone Means said he has accepted the San Diego Chargers’ offer of a new four-year, $7.4 million contract. Means originally sought a five-year deal for $16.6 million.

Meanwhile, cornerback Darrien Gordon will miss at least three months because of a torn rotator cuff in his right shoulder. Gordon, 25, had surgery on the same shoulder during the off-season.
