PETS WITHOUT PADS: Concerned People for Animals plans to march in front of the Ventura County Government Center at 5 p.m. today to call attention to the plight of homeless animals in Ventura County. . . . The 5-year-old nonprofit group hopes to encourage people to spay and neuter their animals and to discourage them from dumping unwanted pets in fields and alleys. . . . ARC OF TRIUMPH: The Assn. for Retarded Citizens-Ventura County has a new contract to landscape the local Carl’s Jr. restaurants. . . .
