Oxnard’s Choice of Vida Makes Sense

* The city of Oxnard should be congratulated, not criticized, for its decision to designate Vida as the city’s newspaper of record for fiscal year 1995-96. Too many cities in California base such contracts on fear of favoritism, rather than merit.
The law is clear. A city must select a newspaper that is published within that city. Where there is more than one such newspaper, the contractor must be awarded to the lowest responsible bidder.
The city of Oxnard, through publication of legal notices in Vida, can now reach residents who speak either English or Spanish, thereby including an important part of the community that others have ignored.
