San Gabriel Valley : Wilson to Sign Bills Extending Terms of ‘Sexual Predators’

Gov. Pete Wilson is scheduled to sign legislation today at a ceremony in Covina to keep repeat sex offenders off the streets for at least two years beyond their prison terms.

Wilson will sign the two “sexual predator” bills into law in front of Covina’s Police Department on Citrus Avenue next to Central Park, where 3,000 residents held a candlelight vigil last November to oppose the release of convicted serial rapist Reginald D. Muldrew.

“This is a victory for the victims,” said Covina Councilman Thomas Falls, a Los Angeles County deputy district attorney.

The release of Muldrew, once-dubbed the pillow-case rapist by authorities, was delayed a year after he failed a pre-release psychiatric examination and was ordered to undergo treatment. But his case and that of Carnot Lyles, a Pasadena sex offender whose rape survivor went public to stop his release, were catalysts for the two bills, authored by Sen. Richard Mountjoy (R-Arcadia) and Assemblyman James E. Rogan (R-Glendale).

The bills allow authorities to detain “sexual predators” in state psychiatric facilities at least two years beyond their prison term.
