MOORPARK : Council to Consider Growth Control Law

With five major housing developments in the works that could add thousands of homes to the community, the Moorpark City Council tonight is expected to decide whether to allow the town’s growth control ordinance to expire.

The council could extend the ordinance--called Measure F--for a year while it attempts to formulate an alternative method to manage growth in the city, or simply let the existing ordinance expire at the end of December.

Passed nine years ago, Measure F limits the number of building permits that may be issued each year.

Moorpark officials have been advised by the city attorney that the measure’s reliance on numerical caps for growth control is legally indefensible. A similar ordinance in Oceanside was recently struck down by the state Supreme Court.

But several City Council members have said that extending the ordinance would give them a chance to work on a legally acceptable alternative while placating some residents’ fears about growth.

The City Council meets at 7 tonight at Moorpark City Hall, 799 Moorpark Ave.
