CYPRESS : City to Proceed With 4 Projects Supported in Straw Poll

Responding to voters’ support for four advisory measures, city officials say they will proceed with planning for a $3.5-million upgrade of flood-control facilities.

Voters also indicated support for renovation of soccer fields, improvement of recreation facilities and establishment of an adult day-care site.

Voters backed four of nine projects proposed on the Nov. 7 city ballot. The flood-control measure was endorsed by the widest margin: 6,345 “yes” votes to 3,098 “no” votes.

Though city government is not legally bound by the outcome of the voting, City Council members said this week that they intend to be guided by it.

“The flood-control vote was so overwhelming, it is clearly the will of the people,” Mayor Walter K. Bowman said. “I think we have to respond.”

City Manager Darrell Essex said that money for the proposed flood-control measures will have to be raised through a bond issue, which would have to be approved by voters.

“If you’re looking to November [for the bond vote], it’s not too early to start now,” Essex said.

The council indicated it will discuss the matter again early in 1996.
