Clinton to Appoint Foley

President Clinton plans to appoint former House Speaker Thomas S. Foley to be chairman of the President’s Foreign Intelligence Advisory Board, the White House announced Tuesday. Foley, now a partner in a Washington law firm, was defeated for reelection last year after a 30-year career as a member of Congress from Washington state.
