The Los Angeles City Council approved $118,000 on Friday to hire an Encino consultant to develop businesses in the northeast San Fernando Valley’s earthquake recovery zone.

The Housing and Redevelopment Committee awarded the Natelson Co. and its subcontractor, Udewitz Associates of Los Angeles, a contract to analyze economic blight in the affected areas of Councilman Richard Alarcon’s district and identify prospects for job development.

Jay Natelson, owner of the Encino consulting firm, said the project is a joint venture with Udewitz and should be completed in four months. Natelson will concentrate on retail programs, specifically job creation at the Panorama Mall and the new development at the former General Motors site. Udewitz will handle industrial strategy.

“The purpose of this is to study the lingering impact of the quake and how to develop a new path of growth,” Natelson said.
