Paper Maker to Pay Fine on Price-Fixing Charge: Honshu Paper Co. of Tokyo has agreed to pay the $225,000 fine and plead guilty to the criminal charge in the U.S. Justice Department’s continuing investigation of collusion in the U.S. market for thermal fax paper. Honshu Paper was charged in a Boston federal court with participating in a 1991 price-fixing conspiracy, the Justice Department said. The investigation has already resulted in more than a dozen indictments or guilty pleas in the last two years. The government has charged that major companies agreed to fix the price for thermal fax paper sold during 1991 and 1992, accounting for a 10% price increase to American consumers.
