Council to Review Water, Library Issues

The City Council will seek public comments today on two topics: a proposal to consolidate water and sanitation districts across Orange County and the state of the county library system.
A bill backed by Assembly Speaker Curt Pringle (R-Garden Grove) would combine all special districts in Orange County into a single entity. Council members will report on the status of that legislation and what effect it would have in Dana Point, then hear comments from residents.
The future of the library system, which has had severe financial problems, is also on the agenda. City Manager Stephen B. Julian said the city staff will report on the Dana Niguel branch, including the services provided and the costs of those services.
Some officials have proposed to eliminate the county-run system and turn library facilities over to individual cities.
