City Charges Landlord With Code Violations

Criminal charges were filed Wednesday against the owner of an allegedly roach- and rodent-infested North Hollywood apartment building after inspectors from the city Slum Housing Task Force uncovered dozens of health and safety code violations, according to Deputy City Atty. Del C. San Juan.

In all, Encino resident Donald C. Braham, 67, and his company, 7300 Lankershim Ltd., are charged with 26 code violations at the two-story, 171-unit complex. Each count carries a maximum penalty of a $500 fine and six months in jail. The charges result from a series of inspections conducted between February and April at the complex at 7300 Lankershim Blvd., said San Juan, who is handling the case.

San Juan said code violations found during the inspections included water leaking through a ceiling, exposed electrical wiring, broken wall heaters, window security bars without quick-release devices, a missing fire alarm and smoke alarm, defective water pipes, cockroach and rodent infestations, damaged walls and ceilings, and an accumulation of garbage on the roof.

Braham’s arraignment is scheduled for July 18 in Los Angeles Municipal Court.
