City Budget Keeps Lid on Spending

The city will have a $23.5-million budget for fiscal 1996-97 that holds the line on spending.

Though no salary increases are scheduled, five job classifications will be upgraded to reflect added responsibilities. In addition, a full-time position of recreation program assistant will be added because of park system expansion.

Money earmarked for capital improvements includes $800,000 for street reconstruction and about $615,000 for park development.

The only City Council member to vote against the new budget this week was Maria Moreno, who said she “supported the need of an additional police officer as requested by Chief Manny Ortega.”

That addition would have brought the department’s total of sworn officers to 51, which Moreno said is down from 54 sworn officers in 1991.

Pointing out that the city’s population has risen by more than 4,000 residents in those five years, Moreno said she intends to bring up the police staffing issue again.
