Council to Weigh Redevelopment Plan

Nearly seven years in the making, a redevelopment plan for a large section of La Habra is to be considered for approval by the City Council on Thursday.

The plan would establish the Alpha Four Redevelopment Project Area, which would encompass more than 179 acres of commercial and industrial properties that city officials say are blighted and have been designated “desirable for redevelopment” by the Planning Commission.

The Alpha Four area has six subsections, said Andrew C. Lazzaretto Jr., a consultant hired by the city to prepare the redevelopment plan.

The first subsection is on La Habra Boulevard across from City Hall.

It includes a strip shopping center that has no sidewalks and homes that have been converted into businesses but do not meet city electrical codes.

The second area includes an abandoned building at Beach and Whittier boulevards and other vacant structures on streets that have poor drainage, Lazzaretto said.

The third area includes a vacant building and a gas station at Harbor and La Habra boulevards; the fourth, a poorly graded area at Beach and La Habra boulevards; the fifth, a portion of Fourth Street where a deteriorating shop sits; and the sixth, a vacant 1-million-square-foot building on Imperial Highway.

Action on the plan was delayed earlier this month after one business owner objected to a provision related to obtaining property owner consent for the redevelopment.
