Debay Seeks Another Run for Council

Councilwoman Janice A. Debay will run for a second term this fall.

Her name was among a list of seven other council hopefuls released Wednesday. The list includes businessman Barry E. Zanck, who wants to challenge Debay on Nov. 5. None of the hopefuls have returned their nomination papers for qualification, city officials said.

The final day to file the papers is Aug. 9.

Debay, elected in 1992, is credited with pushing for ordinances to control parties and noise. The efforts were aimed especially at her district, which covers west Newport Beach and is notorious for rowdy parties, particularly on the Fourth of July.

“When I came into office, there was a lot of discontent in my area because of noise and party houses. We [on the City Council] have worked hard to create community pride by working with police and residents,” Debay said. “There is still much to be done, not only in my district, but throughout the city.”

Debay, a registered nurse and real estate agent, also serves on several regional agencies, including the Sanitation Districts of Orange County, the New Council of Government for Orange County and as area representative for the Southern California Assn. of Governments.

Debay is the only incumbent eligible for reelection this year. In 1992, voters decided to limit council members to two terms of four years. As a result, Jean H. Watt and John C. Cox Jr. cannot run.
