Selection Completes City Reorganization

Completing a reorganization of its municipal services that began in April, Simi Valley has tapped a planning director from San Bernardino to head the city’s Environmental Services Department, officials said Monday.

Al Boughey, 49, will begin his job as director of environmental services on Sept. 9.

“Al brings a wealth of public and private planning management expertise to this position gained from more than 20 years in the profession,” said City Manager Mike Sedell. “He clearly stands out as a manager who has the professional skills, leadership qualities and interpersonal skills to effectively continue coordination of the city’s development activities, regional planning efforts, housing and building and safety services.”

Before moving to San Bernardino in 1991, Boughey served in the cities of Lakewood, Colo., and Ormond Beach, Fla. He has also been a planning consultant in Tallahassee, Fla.

In April, the City Council voted to create the Department of Community Services and to consolidate building and planning positions in the Department of Environmental Services. At the time, the council also agreed to create the position of director of community services, a job that will be filled by the current director of environmental services, Diana Jones.

“The reorganization will become effective with this appointment,” said Assistant City Manager Laura Herron.

Boughey is married and has three children. He has a bachelor’s degree in architecture from Ohio State University and a master’s degree in urban and regional planning from Florida State University.

He will earn $89,000 a year.
