City May Extend Ban on Condo Conversions

In response to some residents’ concerns, the City Council will conduct a public hearing Monday on a proposal that would ban residential condominium conversions temporarily on Balboa Island.

A proposed ordinance would extend by nine months and one day the city’s current moratorium on issuing permits for condo conversion. The council adopted the interim measure on June 24.

A report by Planning Director Patricia L. Temple says the Balboa Island homeowners association and the city have expressed concerns that conversions of existing duplexes to condos are not consistent with the historic pattern of the community’s development.

In addition, residents are worried that parking problems and overcrowded conditions could result from more people living in the area if more homes on the island are turned into condos, city officials said.

If the council adopts the ordinance, the Planning Department would then be directed to continue studying the situation and evaluate the likely effect of further condo conversions.
