Board Revokes Ban on Contract Shuttle Drivers
Responding to a recent regulatory decision favoring Prime Time Shuttle of Sun Valley, the Board of Airport Commissioners voted to repeal Los Angeles International Airport regulations that prohibited airport shuttle companies from using independent contractors as drivers.
In August, the state Public Utilities Commission voted to allow Prime Time, the second-largest airport van service in California, to continue operating.
The PUC compliance staff had recommended revoking Prime Time’s license because it asserted that the company’s use of nonemployee drivers violated state law.
An administrative law judge disagreed, and recommended that the PUC allow shuttle companies to use nonemployee drivers.
But the PUC, while following the judge’s recommendation, also fined Prime Time $100,000 for failing to comply with LAX rules banning the use of independent-contractor drivers.
In deciding to repeal the ban, the Board of Airport Commissioners said its rules should be consistent with PUC regulations.
