Hawthorne Boulevard to Receive a Make-Over

Work will begin in January to spiff up Hawthorne Boulevard, the most congested street in Torrance.

The city has received a $689,000 grant from the state Department of Transportation to add bus shelters and street signs, as well as landscaping, to the median. Torrance will match part of the funds with $95,000 received from the half-cent sales tax charge in Proposition C, approved by voters in 1990. The target area, known as the Del Amo Business District, is between Torrance and Sepulveda boulevards.

In August, the City Council approved a plan to spend $88.5 million to improve a six-mile stretch of Hawthorne Boulevard, which passes in front of the Del Amo Fashion Center.

Steps to alleviate traffic include encouraging ride sharing, increasing the frequency of public transportation, possibly adding a trolley system among shops and making the area more attractive to pedestrians.

The city also plans to bury utility lines and add trees and banners.
