Zoning Change Would Allow Apartments

A zoning change that would clear the way for construction of a 525-unit apartment complex near Crown Valley Parkway and Los Altos will be considered by the City Council and Planning Commission on Monday.

The proposal would convert the zoning for a 19.5-acre parcel owned by Mission Viejo Co. from commercial to residential. If it is approved, the company would then submit plans for the apartment complex.

City officials have also negotiated state-required park improvements required for any large project: If the residential development is eventually approved, the city would get a $2.2-million package of cash, land and park improvements from the company.

“We think we are getting a substantial park dedication out of this,” City Manager Dan Joseph said. “If it stayed commercial zoning, we wouldn’t get anything.”

As part of the deal, the city would receive a 9.2-acre parcel valued at $1 million. In January, the council turned down a proposal to build 47 homes on the site, near the Costa del Sol retirement community, because building standards allowed only 27 units there.
