City Council members here are urging voters to reject Proposition 218 in the Nov. 5 election, saying the measure is vaguely written and poses a threat to local governments.
The proposition, if passed, would put new requirements on how cities assess fees for certain services, including police, fire, ambulance and library service. In addition, it would require citywide votes on any new “general taxes” imposed since Jan. 1, 1995.
Supporters of Proposition 218 say it is needed to keep local governments from raising fees and taxes without the consent of voters. But opponents, including council members, said the measure could cost local governments hundreds of millions of dollars statewide.
