Panorama City : Experimental Home Project to Open Today

The first in a series of experimental low-income housing projects to be built in the San Fernando Valley will open today, accompanied by ceremonies led by City Councilman Joel Wachs.

Built specifically for low-income families, the elderly and people with disabilities, the new Parthenia Court complex contains 25 units, including seven studios, six two-bedroom apartments and 12 three-bedroom apartments. The complex also contains a full-service child-care center, a community room for residents and an on-site job training and referral service. Rents will range from $280 to $593 per month.

Tom Henry, planning deputy for Wachs, said there is high demand for “dignified” affordable housing in Panorama City, which is a part of Wachs’ 2nd Council District.

“We’re excited,” Henry said. “This seems like it will be an interesting project with the senior housing, the handicapped housing and the families, including day care, all together in one place.”

Parthenia Court was built by Los Angeles Community Design Center, a nonprofit firm that works with community groups to design and construct housing in low-income neighborhoods.

The complex is the first of four that LACDC plans to open in the Valley within the next year, officials said. Financing for the project was secured through various sources, including low-interest loans from the Los Angeles Housing Department and the California Department of Housing as well as private investors.

“They have had other successful projects, but this is the first one in this council district,” said Henry.

During today’s ceremony, Wachs will distribute stuffed animals to children of families who have signed up to live in the complex. The toys were donated by Van Nuys Airport staff members, Henry said.

The opening ceremony will be held at 3 p.m. at Parthenia Court, 14825-14833 Parthenia St.
