City Offers Reward in Rape of Woman, 64

The City Council has authorized a $5,000 reward for information leading to the arrest and conviction of a man who raped a woman last month.

The council voted unanimously Tuesday to approve the reward in connection with the Jan. 25 crime in which a man broke into the home of a 64-year-old woman at Thousand Oaks Mobilehome Estates and raped and choked her.

“This is a violent crime, which we wish to completely discourage. . . . Cmdr. Kemp, find him,” said Mayor Judy Lazar, directing her comments to the sheriff’s Kathy Kemp, in charge of law enforcement for Thousand Oaks.

Sheriff’s deputies have been unable to find the rapist, believed to be in his 20s, between 5 feet 8 inches and 6 feet tall, and from 130 to 180 pounds. He was described as having brown hair, brown eyes and a mustache, and wore faded blue jeans and a tan, nylon-style bomber jacket, police said. He was also said to have a slight accent.
