* 1/2 Jon Secada, “Secada,” SBK/EMI. On his third album, Secada dabbles in funk and swing. But not even the presence of contemporary R&B; savants Jimmy Jam & Terry Lewis, who produce four tracks, can overcome Secada’s stiff, syrupy delivery, which sinks such otherwise buoyant numbers as “After All Is Said and Done” and makes maudlin ballads such as “Get Me Over You” all the more cloying.
