Annexation Advice Contract on Agenda

A proposal to cap services from an annexation consultant at $28,750 through December will be considered by the City Council tonight.

The council’s approval would formalize an agreement with Rosenow Spevacek Group Inc. of Santa Ana to continue advising city officials as they consider absorbing part or all of the unincorporated communities of Foothill Ranch and Portola Hills.

Currently the city is working to annex about 196 acres in the Foothill Ranch area. Most of that property consists of open space and a church.

“At this point we’re saying that we are going to need them to process the application for the current annexation,” City Manager Robert C. Dunek said. “We’ll also allow some flexibility,” Dunek said, in case other annexation issues come up.

One such issue came up last month when the consulting group, known as RSG, issued a report contradicting statements by Foothill Ranch incorporation proponents that their community would be financially viable as a city.

The report was compiled by Dan Miller, a principal in RSG and a former interim city manager in Mission Viejo and Dana Point.

Foothill Ranch residents assailed Miller’s report as an attempt by Lake Forest officials to undermine their incorporation drive.
