Investigators Seek 4 on Felony Warrants

Investigators with the Ventura County Sheriff’s Department are asking for help in locating two men and two women on outstanding felony warrants.

Investigators are searching for John Geofrey “Jeff” Spencer, 31, on drug charges and for failing to appear at a scheduled court hearing.

Spencer was arrested in November 1995 on suspicion of transporting and selling drugs, and being under the influence of drugs, officials said.

He was released from custody and ordered to return for a court date, but he never appeared, officials said.

He is 6 feet, 9 inches and 200 pounds, with blue eyes and blond hair. He has a 2-inch scar on his right ankle and is known to frequent the La Conchita area.

Fernando Villarreal, who is either 21 or 22, is wanted for violating the terms of his probation.

Villarreal, who also goes by the name Raymond, was convicted of burglary, being under the influence of drugs and driving under the influence. He has since violated the terms of his probation and has failed to show up for scheduled court dates, officials said.

He is 5 feet, 8 inches and 170 pounds, with brown eyes and black hair. His last known address was 1600 W. 5th St., Oxnard.

Magdalena Torres Belmonte, either 22 or 25, is wanted on suspicion of assault with a deadly weapon and spousal abuse.

Belmonte was arrested in March but was released from jail pending trial and has since fled to Mexico, officials said.

She is described as 5 feet and 100 pounds, with brown eyes and hair. Her last known address was 1409 E. Thousand Oaks Blvd. in Thousand Oaks.

Investigators also are looking for Sheri Lynn Hayward, 29, for not appearing at a scheduled court date.

Hayward, described as a transient with no known address, was arrested in March on suspicion of possession of drugs and being under the influence of drugs. She was booked into the Ventura County Jail, then released, but failed to show up for a scheduled court date.

She is 5 feet, 10 inches and 130 pounds, with brown hair and brown eyes. She has tattoos of a spider on her neck, a tiger on her stomach and an angel on her right hip.

Investigators are encouraging anyone with information on any of the fugitives to call the Ventura County Crime Stoppers hotline at 385-8255 or 494-8255.

Tipsters can call anonymously, and if the information leads to an arrest and conviction, they could receive rewards of up to $1,000, officials said.
