Woman Agrees to Limit Her Feeding of Pigeons

A Pasadena woman charged with violating a city ordinance that prohibits feeding pigeons on public streets struck a deal Tuesday with prosecutors that restricts her bird feeding to her property and local parks.

Jacqueline Hagopian, 59, was due to stand trial Tuesday on a charge that could have resulted in up to six months in jail or a $500 fine. But she agreed to abide by an agreement limiting her feeding practices.

But moments after leaving the Pasadena Municipal Court room, news crews found her feeding the birds in front of City Hall, the prosecutor said.

“I am going to have to go back into court and amend the agreement to name the parks. City Hall is an excluded area,” Deputy City Prosecutor Alison Weissman said.

Hagopian, a born-again Christian, said she was fulfilling a vow to God by feeding the birds. City officials said she was creating a health hazard.
