United Airlines plans to more strictly enforce its two-bag limit on carry-on luggage starting May 15 on flights in North America. Purses, laptop computers and briefcases will be counted as one carry-on bag, the company said. . . . Starting April 29, twice-weekly flights to remote Midway Atoll, the former military site that opened to tourists in 1996, begin leaving from Honolulu rather than Kauai, and round-trip air fare drops to $750 from $1,049.
