Rates for Quake Insurance Are Based on Shaky Logic

I would agree that it is proper to adjust earthquake insurance rates relative to imprecise geologic locality risk factors [State Agency OKs Plan to Alter Quake Premiums,” Dec. 18]. But why, as has been argued at other times, is it not proper to base automobile insurance rates based on precise locality actuarial accident rate data?

The California Earthquake Authority is a typical government agency that makes the situation worse than what it was before.

Prior to the CEA, my earthquake insurance cost about four to five times less than after the government got into the business.

At the present time I have no coverage because of the cost.
