Parks Meeting: Continuing his series of frequent public meetings, Los Angeles Police Chief Bernard Parks will speak at a town hall gathering Wednesday night in Encino. Residents are invited to bring their questions to the Encino Community Center, 4935 Balboa Blvd., at 7:30.
