** Sylk-E. Fyne, “Raw Sylk,” RCA. Save for the hypnotic, chart-topping single “Romeo and Juliet,” this protegee of the late Eazy-E is unsuccessful in her attempt to claim the Millie Jackson crown. Even with the help of Too Short on the loping “Keep It Real,” the album is marred by mid-tempo, pedestrian beats that fail to elevate Fyne’s lukewarm vamping beyond the mold set by L.A.’s reigning femme fatales, Yo-Yo and Smooth.
