The World Affairs Council of Orange County presented its 1999 Golden Orange Award to Edgar Pankey on Tuesday during the new city’s first civic dinner. Pankey, a fruit rancher, land developer and philanthropist, was honored for his promotion of the economic and cultural vitality of Orange County.
