* Ed Lyon has been named director of the Ventura County School-to-Career Network. Learning coordinators hired for the program are Christy Jewell, Dan Little, Anthony Michaelides and John Tarkany. Michelle Castelo was hired as secretary.

School-to-Career is an effort to incorporate an understanding of the workplace into the education curriculum. Five Ventura County high schools and Moorpark College have been awarded a $1-million grant to implement the program during the next school year.

* Steve Birge has joined Hasan Consultants in Ventura, a civil and environmental engineering firm. Birge, a civil engineer and surveyor, is considered an expert in flood control.

Hasan provides flood-control services to clients in Ventura, Los Angeles and Santa Barbara counties.

* Grant Kemp has been promoted to vice president and sales manager of the Bank of Ventura’s mortgage division. Since joining the bank in 1997, Kemp has been the top mortgage loan producer.

The Bank of Ventura is at 5808 Telephone Road.

* Kevin L. Dorhout has joined the Oxnard law firm of England, Whitfield, Schroeder & Tredway as an associate attorney. He most recently spent four years in the Ventura County district attorney’s office, working in the civil and major fraud divisions.

At his new job, Dorhout will concentrate on civil litigation, labor and employment, and real property.

* Dr. Samuel Edwards, administrator of hospital services at Ventura County Medical Center, has joined the board of directors at Santa Barbara Bank & Trust. His appointment brings the number serving on the bank’s board to 15.

Edwards is past chairman and a 21-year member of the board of Citizens State Bank of Santa Paula, which merged with Santa Barbara Bank & Trust in 1997.

* CB Richard Ellis in Ventura has announced the top five sales professionals for 1998. They are Ed De Lacy, first vice president; Michael Slater, senior vice president; Paul Farry, first vice president; Check Engel, vice president; and Harry Preston, first vice president.

The men completed more than 300 deals representing more than $200 million in real estate transactions.

* Eric Sevilla of Ventura has been promoted by AT & T to growth market sales manager in the South Coast District, which includes Ventura and Santa Barbara counties. His responsibilities include overseeing business and government sales.

Sevilla has been with AT & T Wireless Services since 1994.
