LAKE FOREST
The City Council tonight will hold a budget workshop, one in a series of sessions to help shape a five-year strategic plan. Topics include the proposed El Toro Airport, Musick Jail, the annexation of Foothill Ranch, redevelopment, the Regency and Normandale Park, Alton Parkway and the Y2K problem. The council also will discuss expanding some public services--parks, community landscaping, after-school programs and the library--and creating others, such as affordable child care and educational classes for seniors and adults. The meeting begins at 7 p.m. at City Hall, 23161 Lake Center Drive.
