The City Council voted Tuesday to go on record as opposing a bill that would prohibit new roads from being built in state parks without a two-thirds vote of the Legislature.
Councilman Joel Lautenschleger said the bill, SB1277, written by Sen. Part of the toll road would pass through San Onofre State Beach near San Clemente. Lautenschleger also said the bill would undermine local land-use authority.
