A preliminary budget presented to the City Council this week calls for six new positions in the Police Department that would partly restore top management slots eliminated during the budget crisis in the early 1990s. The new positions would augment five others created with the mid-year budget review. The 1999-2000 budget is expected to be finalized in May.
