SAN JUAN CAPISTRANO
The Planning Commission recommended changes in the General Plan to the City Council on Tuesday, including providing scenic views along the city’s major streets, planting of riverbanks to fortify them against floods and establishing an emergency plan to protect people and property from earthquakes.
The City Council will meet Dec. 7 to decide whether to approve the changes.
