The Orange Unified Education Assn. filed charges last week with the California Public Employment Relations Board, citing the Orange Unified School District for failing to accept a contract proposal and failing to release it to the public.

Union President John Rossmann said the state requires that contract proposals from teachers unions must be disclosed to the public at an open school board meeting and must become a matter of public record.

The school board unanimously rejected the contract proposal Dec. 7. Trustees said it would bankrupt the district in less than a year.
