LAGUNA BEACH
Signatures petitioning for a referendum to stop plans to turn the 30-acre former trailer park commonly known as Treasure Island into a resort hotel are expected to be certified today by the Orange County registrar, officials said. Council members may have to decide to hold a special election or scrap the old plans and start again.
